The way the guitar part stays more or less the same while the bass describes the direction of the chords is found in White Wedding too. I don't think anyone else was doing this at that time.

Yeah ... I played with a bass player who thought he was being creative moving to the D instead of that A ... I tried to explain to him why that wasn't great ... I couldn't land it. Anyway I play keys and there is a rule of thumb that the smallest hand movements provide the best chord inversions / voicings ... I think that is what Steve Stevens is doing here also. Thanks for the vid.

Steve Stevens is a guitar God! He does both the pulsing rhythm and the bass lead in the opening riff together like you did.
