Is it known that the output of the water pump from 1 inch should be converted to one and a half inch 1/2 the input will remain at 1 inch, it is thought that it will work normally without a problem. thanks
Honda specs quote this pump at 120 ft of head. At 120' of total head, it can deliver 1gpm. Since your total head would be far less than that, yes it could move water that far. However, Honda does not include in its specs the gpm rate at that distance. Personally, I would not buy this pump for moving water that far. The laminar and turbulent friction loss through a hose that long will be considerable.
I got exactly the same set up you have: 300 feet of garden hose with a light slope uphill. I have been watering my garden with this honda pump for 3-4 years. Not a lot of pressure but enough to water my 50 by 50 veggie garden in a short time. Of course: forget about adding a sprinkler.
Your not quite right. The pump would be still be positive pressured if it was from the top to some degree because the pump is lower then the water hight so once it started siphoning it wouldn’t be that much different

will this pump move water from a tank about 3 feet tall to a grove of trees about 300 ft away with a slight up grade in slope?
