It does not mean he is talking mature , but scientifically he is not fit to drive , this age is immature , what internationally is recognized after so much research . It better to advise people and parents to be vigilant not to encourage under age children to drive . Society has to show responsibility , respect rule , otherwise this is a murderer.

Appreciation that a teen has been caught under age to drive the car , which can be fatal , socially the parents are accountable for this heinous crime no doubt , but the question rises , is Kashmir traffic police fully prepared to provide the basic amenities to curtail traffic violations in general , may be ignorance of people are not aware , that what sort of hardships ,they are going throughout , when proper parking is not in progress , technology , systems , roads , guidelines , as per international norms , then people can really obtain gradually traffic sence , without the involvement of the authorities concern , even the traffic police do not need to come on roads to control the mess. But they have to be efficient , otherwise in this advance world , this would be consider sheer violation from part their practices . Sincerely if they want any advice, for sure I can help them , but it will be difficult task for them , but once for all .
