Thank you for posting this. I'd been looking for this clip of Tom Poston/Mr Bickley. I recall watching Mork and Mindy in the late 70's and - like most other people - being impressed with this newcomer, 'Robin Williams.' But for whatever reason, 40 years later, it is this scene of Tom Poston (0:02 to 1:42) that is the thing I remember most from the show. What a perfect performance.
Tom Poston was, hands down, one of top comedic actors of all time. Wonderfully memorable in everything he did. I honestly don't think there was ever anything he was in that he didn't lift. A shame he didn't get to play the part of Bickley as originally pitched to him, would've been fascinating to see what he did with it.
