They need it because unlike a fixed wing where the engine sits in the nose of the aircraft receiving tons of airflow, these engines sit in the belly with no airflow at all. So they just attach a giant fan to the back to try and force air over it
That's a safety wire, or lock wire. In the event a bolt loosens, the wire prevents the bolt from working it's way out, obviously, this could be catastrophic. Part of you pre-flight should be inspection all bolts and lock wire, if the bolt feels loose, the wire is broken or doesn't look quite right, consult a mechanic before flying. This is critical, it can literally be a life saver.

@2.37, noob question maybe but what is that bit of wire doing around the Alternator mount and bolt? Nice vid for any classroom I must say.
