It is pipping as you use for making hula hoops or you can buy in a hardware shop, it comes in yellow and blue and white depending on what it is for, Like as in gas or water pipe, You use a heat gun to warm it up with the pipe filled with sand so it doesn't kink hard. I use green tea to cover the pipe so people use heat srinktubing that fits around the pipr and again you use a heat gun to make it srink around the pipe. Some people spray paint the pipe but that is ok if the flower are not going to me used lots of times because the ain't being on latic pipe it will get sracthies and chips that is why I use green gaffa tape you just have to use it carefully to make in look nice. I learned to do that by making hula hoops. If you are creating huge flowers some people use pool noodles.
Thats not what I used and I have a video showing an easier version of what youre talking about. For this particular pipe its all one piece, it has an aluminum core.

Stems are made of a pvc pipe with aluminum in the middle. I do not know what it would be called in your part of the world but thats what the materials of the pipe are made of.
