Justice is more served to acquit a guilty person than to convict an innocent one. If a person is extrajudicially killed, how do we know that he is guilty if due process of law was denied to him? I heard (listened) to Atty Guevara's response to Mr. Bienvenido Abante, Jr.'s question such as "if the Philippine withdrawal from ICC was a political decision", and he responded, quote "I think so, it's a political decision"...When I heard his response I was already yelling with myself, "not only political but both, political and non-political"...Then Mr. Abante answered back "it's in the Philippine constitution" or something to that effect, not only political as I said...Then another question regarding the Philippine Senate concurrence on the country as signatory to the ICC Statute, that "will the Senate should have concurred on the Philippine government withdrawal from the ICC"? I again screamed with myself that the Senate should have been involved and conducted a hearing regarding the with withdrawal and exercise their duty to concur with the withdrawal inasmuch as the Senate was required to submit its concurrence on our country's membership to the ICC...As I heard Atty Guevara's response, he was grumbling and came up with mumbled answers...Most of his answers consist of "maari - tagalog word that means "maybe", "seguro" - another tagalog word of "maybe"...Oh, man...he's a lawyer...Geeee...I don't trust the guy...! In my opinion the SENATE MUST BE INVOLVED AND CONCUR ON THE WITHDRAWAL FROM THE ICC...That's the RIGHT PROCESS, Atty Guevara...You're giving s s**t answers from your s**thead, with all due respect....Inasmuch as the Senate did not concur on the country's withdrawal from the ICC, the withdrawal was UNLAWFUL and must be invalidated...Thus the Philippines still is a member AND a lawful signatory to the ICC Statute...AGAIN, THAT'S MY STRONG OPINION.

Killing of human is a criminal offense. There is no question. That is why we have criminal law to punish those criminals. Look at some decisions of the court promulgated in favor to the victims and against those who violates revised penal code.
Promulgation is the act of recording the decision in the court docket. ..done by the clerk of court. Court renders its decision. CoC promulgates it.

1. The lives of the innocent civilians are important. However, in the name of justice, no persons shall be imprisoned or punished without undergoing due process of law. You can not imprison a person who commited crimes until proven gulty in the judiciary court. And that is why Extra -Judicial Killing (EJK) in a drug war by Digong is a crime because theey were killed and punished without due process of law. Those military men or police who perform EJK is guilty under human rights violations.
Only human rights for criminals, not for their victims.
