Jab constitution active hua tha 26 Jan ko tab wo Pura Nahi hua tha to jo parts isme add kiye gaye wo Constitution making me Aaye lekin jo rules baad me add kiye gaye matlab jo part pahle se the unme kuch add Kiya wo law making me aaya.. You can go through 'Samvidhaan' series of Rajya Sabha for better understanding.
