I can't tell if this was intentional or not but, 'Oblast' in the Soviet Union referred to different regions within the SU, such as Ukraine. Idk, the way I read it it's, "Soviet-Oblast-er" since its a train taking people to different 'Oblasts' or regions, ie Ukraine and Germany/Berlin.

Technically, Crimea was only transferred to the Ukrainian SSR in 1954, so this could also imply that the song is set in the time period between 1945 (when the USSR occupied Berlin) and 1954.
