Kortek KT-2914F Vertical scan/Blanking issue

This is a Kortek 2914F I am trying to fix. It has good raster, but there are some lines/distortion in the vertical scan which seems to cycle upwards and when it is near top or bottom will cause a black bar that goes away once the "line" has passed. The transformer in the power supply area is making noise as well. I have checked caps, replaced many that tested good. All solder joints have been inspected and reflowed what was suspect with no change.
