For stability - stand on any note for 8-10 seconds and gradually increase. Observe your vocal stability and keep improving it. For octaves - for starters take any film song, try to sing the upper octave line in the lower octave and vice versa. This is just to give you an intuitive sense of octaves. To develop good vocal range you can practice the upper sthayi and lower sthayi exercises in Carnatic music. However it should be initially done with a trained professional as wrong technique can cause damage to voice.
