Start vitamin d3 60000 IU once a week. If your diet is bad and you stay in hostel or you don’t have access to good home cooked food then take Vitamin D3+ K2.

Also there are other factors too like obesity , chronic disease and age. These factors also affect people negatively in the process of Vitamin D3. I never knew skin tone actually plays a part in absorption and metabolism of vitamin D. Scandinavian countries don't have sunlight as much as we do however I have hardly heard of deficiency of vitamin D in those nations. I can confirm age and also thyroid issues can trigger lower vit D in the body because of lower metabolic rate.
