It holds the parachute closed until the rocket falls back down to a lower, preselected attitude. Then it releases, If the rocket climbs up to 1000' and releases the chute up there, the wind will carry the rocket much further.

Are there different sizes? How much are these?
It's one size so you can only go down to a certain diameter a d then it won't fit. Specs are on their website

Rubbing alcohol makes a good lubricant for installing the rubber band. It works well and then evaporates.
