    So they collect the same amount of money, but we don't get any back now. If you are wondering where that money goes, the model now tells the state that they have more money to spend in the budget so they are going to now spend that money. We pay the same, but get none back, so basically a tax increase.

    What a crock. This "modelling " to include the kicker is basically manipulating the numbers.

    So in practical terms we're getting a large income tax hike. Sounds fun!

      In practical terms? Maybe if you don't have taxes withheld from your paycheck every month. If you do though, (like most working people) the practical impact is you not getting as large of a tax return when you file. It might feel bad to not get the overpayment back, but in practical application it means the state wastes less money not having to go through the inefficient process of collecting revenue just to send some back a few months later.
      But you know, if the last national election has demonstrated anything it's that feelings trump factual reality in this country, so maybe the state should implement a policy of taxing us all an extra $1000 a year, and then they could send us a $60 check every month. Now that's thinking with fiscal responsibility!

      @sieda666 I agree with you, instead of going through the inefficient process of over-taxing us and giving us a small amount of that money back, they should cut the income tax rates by 2% across the board. We'd still have some of the highest income tax in the county.

    Interesting! It would be helpful to compare how Oregon is performing against other states in terms of spending and financial budget projections.

      Other states have a rainy day fund and don't have a kicker. I'm one of those who think Oregon's kicker is ridiculous. It's embarrassing that we have such a poor child welfare system and state highways that are in terrible disrepair, yet the state refunds taxes on a regular basis. I'd rather have the state provide an adequate level of services for everyone instead of giving me a few bucks back.

    Last year was the first year i owed instead of getting a refund. The kicker i got was two dollars more than what I owed so thanks to the kicker i got a two dollar refund. I used it for laundry.

    The kicker is an over payment of tax dollars; it is not the state’s $$$ to spend: I’m okay with the new models that become more accurate to what is actually required.
