I’m not sure the problem is in sending money abroad. I’m immigrant with no US education (in US it means no education at all) , super basic english and no special skills. Only will and ability to work hard. And I’m not living on the streets, able to afford rent, don’t use cash assistance or benefits. They just feel ok to live like that. Nothing can help. Give them lots of money - nothing will change.
Allowing people to do what ever they want without any consequences or responsibilities is not a good idea. The present government, especially Newsome is not going to do much to help, it’s up to the people and better regulations and laws with new administration.

I saw exactly the same in Hamburg. Plenty of imigrants walking everywhere in groups in city center (I saw one big group, around 200 people next to train station), my girlfriend told me to go back to hotel because she got really scared. Night time a lot of drug addicts and criminals (I saw two police women scared to stop some guy smoking crack straight on the crowded street like nothing happen), black people everywhere - it looks more like Africa than Europe. And in the morning I went for a walk around 5-6am, I never saw so many homeless people sleeping everywhere, shitting everywhere, plenty of garbage everywhere. Thats the great Germany? Sorry but your whole country is turning into shithole. Your government was and still is trying to push those 'doctors and enginers' inside my country. You invite so its your problem, not ours! In TV they always saying your country is great and mine is disaster, while it completely opposite. We have normal life and you in next 10-15 years will be living in muslim country. I've had some republican looking an acting bums tapping on my window and circling my car demanding cigarettes a month ago. He wouldn't go away and was very rude and agressive. An hour later he came back with a plate of sliced meats to share 😂. I had to send him away with a feeling of rejection and a nicotine deficiency. There is always a cigarette for a man in need if you just ask a bit more politely.
