I have a question.. I have saved a few of the cute face filters made by Sasha Soul - when I try to add one to an existing video I’m trying to put in my story - I only see a couple of the ones I’ve added available. How can I add others to a video?

I think it’s the app that’s unstable ):
GIF can only do 256 colors where the iPhone shoots in 16.7 million colors. That is a technical limitation of GIF you can't really work around. That's why it's better to convert your burst photos into a more modern video format.
