I'm assuming because religious practices have traditionally kept the peace by modifying behaviors on an individual level, while politics have been more or less about economical growth at the community level. Not enough religion and there was rampant crime; the wrong kind of political action, and the individual became the mob. You mention rice farming was imported into Japan, but you didn't mention it was the people from that migrated from the Korean peninsula & China that were the Yayoi people, and with them they bought along lots of innovations which was new to the Japanese, rice farming is one of them

Korean rice farmers came to Japan and settled the land. Jomon = Ainu. Yayoi = Korean settlers.
