For that price point in the Japanese market I'd also go Chilean due to the well known cost performance, favourable trade conditions between the two countries, and weakness of the Yen. Casillero del Diablo Reserva - one of the largest production wines on Earth - is a solid choice you can find everywhere (and sub USD10, not sub USD25!). I do think there is an emerging gap in the market between cheap and expensive for this grape variety as mid priced wines that may have fit the description have gotten more expensive this past few years.

Great review, highlights that it's not that easy to find decent Cab at low prices. As you said, there is a good value in cheap Bordeaux, I am often positively surprised there. And the best value for money, in a generic sense, is probably in Argentina. A lot depends on taste, personally I really don't like oaky wines in general, especially Cab and Chardonnay.
