I tried same thing but in my case power output is off when voltage is below 13, the voltage display and voltage indicator is blinking it's also gives sound like tik tik tik, when voltage is above 13 all is okay. If you have any solution please let me know. In my laptop power supply, one resistor is 15k and another in 10k with pin number one of tl431 .
