@TheFashionArtAndDesigning the sleeve bending forward depends on the client. Some people's hands bend at the elbow more than others. So you may observe and increase or decrease as the case may be
You may want to measure from the apex of the shoulder to the desired length of the client's sleeve And also measure the inner seam of the sleeve, then you subtract the latter from the earlier

This is more like "basic bodice" for suit " so if you want to add vent to the centre back or the sides, you do so before cutting the fabric
