Azure Update Manager is only for free in Azure Stack HCI 23H2 for "Azure Stack HCI Arc Enabled servers". This means the VM needs to be "hydrated" or created via the Azure Portal. E G. Windows Server VMs created through Azure Portal via Marketplace image.
VMs running on Azure Stack HCI 22H2 or 23H2 not created by Azure Portal "Azure Arc-Enabled Servers" are not for free.

Please mind the wording and updated Docs in January 2024.
Docs are not the legal source. Only Product Terms as docs now mention in a disclaimer. AHB are not equal for Windows Server on Azure vs Azure Stack HCI
formerly it stated all Windows Server Datacenter + SA from all programs are eligible. This was not true.
for Azure VMs: Windows Server Standard / Datacore you can use licensed cores, no matter the Software Assurance is coming from (all programs, except MPSA)
For Azure Stack HCI: for reduction of Azure Stack HCI costs, only Software Assurance from Enterprise Agreement or CSP Subscription is eligible, and this is limited to Windows Server Datacenter.
if you own Windows Server Standard or if you are using Windows Datacenter from other programs than EA + SA or CSP Subscription you cannot use these for Azure Stack HCI and guest OS licensing. Unfortunately, Azure Portal does not check for your elibility and neither does not state the correct terms (yet).
