I think it's a misunderstanding of what the term sandbox means. Railgrade has just released a new "open play" game mode which they also call sandbox. It's not as you have to unlock everything as you play along. It's a great new mode but just named incorrectly.

When you opened the game did the Mod manager open? Its a grey overlay box?
To get it show show in-game might require a game re-start once you enable it in the grey overlay box.

I've recently replaced my PC and' haven't yet added the tool onto it so can't quickly check. However the game has recently had an update so it might have broke the mod. If it has I'm fairly sure it'll get patched as the mod has been around for ages.
Edit... just installed and tried it. Looks fully working.
When you open the game does a grey overlay box show? Is the mod listed there? Is this the page you aren't seeing it?

Yeah... Game updates can break the mod anytime unfortunately. I've not tested the vr version. You could ask on the site directly as maybe they'll be a fix or someone might have a workaround.

I've just double checked. There is a vr mod by the same dev but it does different things

The mod on this video unlocking everything can be used while playing in vr but the dev says you need to look at it's menu on the pc screen as it won't show in the headset. Here's a link to the comments on the mod saying this.
