I was there on a visit with my kids once and we watched some tourists try and goad one Raven with their umbrellas but was meet with the wrath of the flock chasing them across the open square in the Tower until thay ducked in to a doorway. Then the Ravens slowly walked back thru the now empty yard daring anyone to do the same. Still makes me laugh.

They are clipped. You can see the cut feathers in the video. But they are clipping the secondary flight feathers to limit flight, not prevent it. You clip the primaries if you don't want them gaining altitude, and leave the secondaries. These birds could never take off across the countryside, just short flights, flapping with everything they have. Kinda cheesy to pretend that he's doing his job well if they have to clip the wings. At least the feathers grow back should they get discharged from duty and evicted.
Although it's TRUE that the secondary flight feathers are clipped according to wikipedia the current ravenmaster has clipped less secondary flight feathers than previous ravenmasters in order to give the birds more freedom
Only feathers which prevent long flights are clipped. Occasionally they do leave going to the parks in London. but they usually come back, knowing there is a ready supply of high quality food. If they stayed away long enough their feathers would regrow, and they could go anywhere.

The Tower of London is an active military posting, it’s a tradition dating back to the Norman conquest. The Tower is there to watch the City for signs of treason.
