How to enter into bios setting and set the resolution for 19inch AIO PC

BIOs is not showing on f2 key. The only option is of "Ctrl+alt+del". Actually my hard has no widows installed in it. I want to install but the option my HP PC shows is: Boot is not found from HARD DISK.
Can I fix it with the help of changing bios settings of USB as default instead of hard disk? How to make the PC show BIOS?

F2 into bios is for Kylin system, Chinese system

lol the operating system does not affect the bios because it has nothing to do with it except for the bios allowing you to boot into the operating system

the last update it said was from 2009. its an old computer. but many new computers also have that old bios
