Only the 2nd method (which is mine) actally works
1st method won't change anything, most IPs point to the same server
3rd option won't change anything ping wise it just messes a bit with your computer

My friends ping lowered to 10 from 45 when connecting using a different IP. The staff say the same thing in the tickets. The third method can increase FPS and slightly improve ping.

i got new internet and after 2 days from that it dropped down to 25
then i went to a different floor of my house and my ping stayed at 30
then i went back up and my ping is now 42
even tho 42 was the ping of my shitter internet and im even closer to my internet connection than before
