There was a weird period in the 90s/2000s where writers thought writing in an unlikable older guy as a foil for the hot likable boyfriend was a great storyline idea: Jeff and Prof. Lasky from Saved By the Bell and Josh come to mind. I think they pulled this on 90210 at some point too.
“Shame that Josh was written off so soon… but the actor wanted to move on” It’s less that Josh was “written off” and more that, like you admitted, the actor just refused to come back for the final season, although that decision definitely made it that much more obvious that Harvey, not the other guy (whether it be Aaron or Josh), was the one right for Sabrina.
Josh wasn't exactly properly written out. The final scene with him saying that he was going to take the job on Prague was part of a spell that was supposed to end when Zelda gave up her adulthood to save Sabrina. That wasn't them writing him out. It was just that he left the show, and that turned season 7 into an even bigger trainwreck than it already was going to be once Hilda and Zelda left.
I wouldn't say "Rightfully." The person he shouldn't trust is Sabrina. She willingly kissed Josh and used aging cream to make herself attractive to him.

Technically, it also happened because Sabrina's cousin Suzie cast a spell on him, and he didn't know that Suzie existed so he thought Sabrina was the one who turned him into a beast. It's explained in season 5 episode 20 "Do You See What I See?"

Either way, I’d argue that Sabrina being a witch and casting all those spells wasn’t the biggest reason either. I’d say the number one biggest reason was that Harvey realized that Sabrina all along didn’t trust him enough to tell him this important aspect of her life to him. Combined with everything else, like the nonconsensual spells inflicted upon him, the general cultural stigma of Sabrina being a witch, Sabrina’s wandering eye for Josh at the time, and the fact that they would be going to different colleges, it is no wonder that Harvey decided that things weren’t working out between him and Sabrina. (I wonder if things would have turned out differently if Harvey had thought of putting their relationship “on a break” to give him more time to think about their relationship instead of fully “breaking up.”) Of course, this whole drama happened in the first place due to the show switching networks from ABC to WB.

This is the last time we ever see Brad. He's not a popular character, but he had an excuse for why he acted the way he did... something he couldn't control. As opposed to Libby, Mr. Kraft, Amanda, Great Aunt Irma, and several others who were in control of their behavior and were jerks. Even the "Good" character Morgan Cavanaugh is worse than Brad because she was supposed to be good whereas he was supposed to be an enemy. He's trying to be helpful to Harvey here. A recurring gag of the last 2 episodes is that even with his witch-hunting gene gone, Brad can still suspect weird things about Sabrina. Sabrina's spells happen right in front of him. It's just that now, he gets confused. He no longer gets angry at Sabrina and tries to turn her into a mouse. He's usually a decent guy without the witch-hunting gene. This time, Sabrina was the one being a jerk to him. I don't think Harvey had a valid reason to be upset with Josh. A real girlfriend can't be stolen. The issue is, Sabrina said that she had a crush on Josh long before Josh made any moves on her. Things happened between her and Josh because she let them happen and tried to make them happen. So, Harvey's real issue is with Sabrina rather than with Josh. He should have talked to her about this. As for Josh, he and Sabrina did some making out while she and Harvey were broken up and he did send her that Valentine. But he didn't force her to do anything. Fortunately, the show was picked up by the WB. *The show reportedly jumped networks due to purely monetary matters: ABC was more than willing to renew the show for a 5th season, but it was not willing to pay the reported $1.5 million that the production company wanted.* The WB then grabbed Sabrina. The WB paid a mere $675,000 per episode, but agreed to renew the show for three years (66 episodes).
