Meshtastic is an open-source project designed for this very purpose, it uses relativly cheap, compact devices to create a mesh network using the Lora protocol, By using two or more nodes you can utilize the rapidly expanding Meshtastic network to send text communication, GPS coordinates and a whole host of other sensor data across huge distances without being reliant on any other infrastructure
Combine this with a smartphone and a small portable solar panel and you have a highly capable but great value system to add to your comms capabilities

I am really attracted to these devices. I live in Japan and would like to know if they are gaining popularity here. I do not know much about radio communication and hope this would be a good start.

It's not free. If you consider all the parts you have to buy, it's far from being free.
Nothing is free in life except for STDs but $23 on Amazon for bare bone setup isn’t bad.
You’re comparing a one time purchase to a monthly payment to service providers. Obviously the one time purchase it going to be better. How is that bad in any way?
They are not free
You are correct the device is not free (from $13 from China) but the method of communication is free and independent from other infrastructure

Nope, it's not $13, its more ~$20, and you have to add an enclosure, a power source and a good antenna if you want your node to be part of the network.
And if you want an autonomous node, add batteries + solar panel.
There is nothing cheap, let alone free, to run Meshtastic.
