Its like his heart melted when she said that and of course he has to hug and kiss his little girl... Even in season 7 I still he is her biological father but even if not, the show , Lizzy and Red had made clear that they have a father/daughter relationship and love each other very much

That was his initial mistake, believing she was his 'perfect little girl' that could do no wrong. There were so many things wrong with her that needed treatment and she never got it. It eventurally what led to her demise.
