It's good that there was clearly a guy in his flourescent orange PPE uniform across the other side of the barrier. I don't really know if that's someone who is required to be there all the time or if he's just there to perform some repairs or what. There has been far too much in the way of cutbacks since 2010, particularly when it comes to things like safety on the railways and they simply want to rely all too much on modern technology. It's not always the answer and where the Tories are concerned they just want to stop paying wages to people who actually need the job so that they can line their own bank accounts with the savings.
Crediton is the token handover and control for the North Devon line, the Okehampton line as far as Okehampton station and Crediton level crossing, the two single tracks are controlled by tokens which ensures there is just one train on the line at any time. Hence the person in orange give the driver permission (with token) to have single block control of the track.
