They could be trapped living beings, whether they are Urbanshade employees, operatives, or other prisoners. I’ve always thought that they were dead already, until I could hear what seems to be muffled crying from those cocoons. I guess we are lucky as players to have never encountered any spider webs throughout any of our runs, because if we ever do end up like this, it’d be a terrifying end
