It can't be said that there is no crime in China at all, but it's definitely a lot safer than countries in Europe and the Americas. Many people will say it's because of CCTV, but the city with the most cameras worldwide is not in China.

Try another experiment, leave your laptop open or phone on a cafe table, especially open outdoor cafe...bet it's there when you get back...but not in North America (I'm from Canada and I can tell you things gets stolen if you forgot something and left it behind by accident)

In Starbucks, McDonald's, and public libraries in China, people always leave their laptops and bags on the table all day long. They only come back to pick them up in the evening, every day. I often do this too.

The crime in Tianjin is very very low in the 1950-1970s, though there is no cctv camera at that time.
Then in the 1985-2005, though there were far more police present at that time, crimes especially mild crimes surge to a level not low in any country in the world.
With the economy level raised and tech tools like the cameras, crime rate slump again to a very low level.

When I was in Guangzhou and couldn't sleep, I enjoyed walking in the riverside park between 1 and 3 AM. I often saw many girls running, strolling, and drinking alone by the river, and many couples hugging and kissing on the benches. This is just a typical everyday scene for people in the south.
