Mebius Infinity, Saga, Legend, Rega all need combined ultras to from one strong Ultra while King & Noa can just sneeze on them without fusing with anyone.
i don't watch a lot, most of the newer one. But infinity is stronger than Saga. Infinity mebius easily kill his enemy. And it is 1 hit, we don't even see his limited and peak power yet.

This is supported by the facts that his most powerful attack is Saga Maximum which is a punch and he struggled a bit against Hyper Zetton who should be weaker than Absolute Tartarus who Legend forced to flee. Maybe the reason why he's weaker because unlike Justice Zero and Dyna probably are not the best fusion matches required for Cosmos to unleash his true potential

Noa usually takes the higher spot of the three due to being older and known for saving multiverses. King is self explanatory. Legend is in a weird spot because he's labeled as a Super Ultra (what fusion Ultras are) despite being an original being that just split into two. Yet he is abnormally strong compared to other Super Ultras. People also bring up that Cosmos and Justice are different ages, but forget Legend can time travel at will. For all we know the dude could have split himself up between different times.

Cosmos is Legend's original consciousness while Justice is a second consciousness who was formed 3000 years later for an unknown reason. The two consciousness came into conflict which led to Legend splitting himself into Cosmos and Justice
