In 1986, President Juvenal Habyarimana of Rwanda invited Uganda’s President Yoweri Museveni for a three-day state visit, which began with Museveni’s historic walk on foot across the border at Katuna into Rwanda.
In this forth part of the series, Museveni was entertained to a cultural show that demonstrated astonishing similarities between peoples of the two states. Later the two leaders reassured each other of peace between their countries. But President Habyarimana apparently assumed that peace depended on exiled Rwandans remaining in the Diaspora forever…

Indeed Owanapaedia is quickly becoming a great African channel, and there is no way people should be uttering inappropriate comments, instead of cherishing the great work! Thank you once again Mr.Owana for this brilliant series on Rwanda & Uganda! Hoping to see how M7's relationship with Rwanda evolved AFTER Habyarimana. Especially the events involving RPA's invasion, campaign, and ultimate takeover.

The question was: COULD EXILES HAVE RETURNED TO RWANDA WITHOUT WAR? This is the answer I personally heard after the last meeting in Kigali between the Rwanda - Uganda commission for refugee repatriation, somewhere towards the 89/90s: "YOU WANT WAR? YOU'LL GET A WAR!" The commission was presided by Paul Ssemogerere on the Uganda side, and Francois Ngarukiyintwari on the Rwanda side. Apparently there was major disagreements between the two: The Uganda delegation stormed out of the meeting room and angrily took the black Mercedes's to the airport from the rwandan foreign affairs ministry. I was there to report on the signing of the joint communiqué, which never happened. The rwandan minister tried to dictate me what to say on the radio, and I just went home. He called Martin Mateso (radio news chief-editor) and Christophe Mfizi (the then head of the whole official Media) when he heard nothing on the radio. When asked why, I told them what I had heard and asked if that was news to broadcast. Of course that was not what the Minister wanted to hear!
