A bit late, but I found out how each Theurgy meter charges up:
Makoto's charges by switching Personas
Yukari's charges when healing
Junpei's charges with critical hits
Akihiko's charges when casting a buff on himself
Fuuka's increases when analysing an enemy
Mitsuru's charges when debuffing enemies or inflicting status ailments
With Aigis you just hace to spam physical attacks
Koromaru's will charge when you hit an enemy weakness
Ken's charges in a weird way, but it gradually increases when your SP are lower than half. Shinjiro is basically the same, except replace SP for HP
