That's sort of the fun part of the show and the Light Novels. Despite being "in a video game", he's already mucked about with events too much. Him and everyone else. He should have been a "mob character", but he made his own destiny by getting Luxion. With the power of Luxion, he basically turned himself into a Main Character. The vast majority of the LN's and show then delve into exactly what it means to "refuse the call of the hero". Almost every major event that happens that is "bad", happens because Leon effectively refuses to get involved and impose his will upon others or upon the world itself. He hesitates on everything until the last possible moment when he is forced to act. Much to the chagrin of his sister and even Luxion, who admit that he could solve nearly every problem if he were more proactive. Even worse is that there are just things he does on impulse that end up helping him out despite the trouble they initially cause. He impulsively helps out the antagonist because he hates the "pretty boys" and think they're beyond stupid for ignoring their duties as "princes" (well, aristocracy, more or less). This gets all the boys disowned from their families and effectively turns him into one of the most prominent and PROMISING "up and comers" in the aristocracy. It makes him a lot of unintended allies and enemies on the main political stage. This isn't the first and last time his "impulses" basically grant him wealth, power, and prestige. It only gets weirder later when his antics of "refusing the call of the hero" and "acting on impulse" actually gives him a harem he doesn't think he deserves. And it's given to him FOR PURELY POLITICAL REASONS. As well AS A PUNISHMENT. Leon made himself into the protagonist of the story without intending to be. It is his lack of action as a Protagonist that causes most of the problems in the world from that point onward. But, it is also the thing that allows many of the situations he lands himself into, to be taken care of in far better ways with far fewer casualties and issues.
Dude was dead serious too. The other girls don't feel like they live up to his standards before this, now he shows them they need to be the queen for his affections LOL.
When I first heard about this scene, I thought he was making a joke about how the whole purpose of the school is basically for young nobles to find spouses. Now I'm thinking it's probably _both_ a joke and a serious request.

Honestly, I'm with him. The queen is beautiful, mature, kind, sweet, shy but still confident and just overall pleasant. Far less of a pain than literally any other girl at the school. Plus, you just know, she'd be the only one able to shut down his shenanigans before they even get started.
In terms of military strategy, she has more faith in leon than julius. Also she does have feelings for him. Later on the king and leon play petty games over her.

If the story follows the web novel, Mylene will end up one of his concubines in the end. From what I remember, Roland just tosses her aside because he believed she'd be happier with Leon. Even in the current light novel, she is genuinely attracted to him and VERY LIKELY in love with him at this point. Also everyone is calling Julius his "enemy" when they're pretty much best friends at this current point
in this scene all three i can agree with: leon doesn´t to keep putting up with those girls anymore, the queen would get an upgrade in husband and the prince is correctly not amused with a guy his own age trying to woo his mother
And then funnily enough, the Queen basically kicks out/divorces the King (who isn't much better than her son), who is butthurt that Leon is finding all the various loot/is becoming far more powerful than the King, and leaves the door wide open for Leon. Or at least, it happens by LN 3 or 4 iirc (one or the other). Of course, by then, Leon's already got 2 fiances, two more lined up, a fifth & sixth he'll soon meet (LN5 and later).
