For huge garlic bulbs, I usually yearly apply 2" of well rottted and well dug-in compost, and a few handfulls of pellitized chicken poop. I also maintain my soil to approx. 6pH (acidity). My garlic beds also have pre-composted wood-chips and freah leaf litter 'very deep' (18-24") below the growing zone ... in order to provide 'moisture' in case there is an occastional drought.
