Amber’s is an artificial element of power since the tournament of the source is meant to honor elements' powers given by the source dragons to mortals it makes sense. The elemental master of Amber will never be invited to the tournament because their element does not come from the source dragons.
Skylor is alive her noodle shop was referenced in the mech shorts and her powers are kinda broken and would make nokt getting the powers he needed so easy if he is quick also skylor probably wouldn't want to participate in another tournament after what happened in season four.
U know, another reason some didn't show up is because current elemental masters, might have had children, passing off their powers to their offspring who if following the timeline may be way to young to participate

It does just feel like they have written off most of the elemental masters since season 9, and it was annoying to see Neuro and Chamille not interact with the ninja despite being at the Tournament of Sources. It was also disappointing that they didn't appear at the end of Season 14 for Nya's funeral and for the end battle in Season 15.
I just finished second half of season 2 and while a lot of the elemental masters were missing it was nice seeing Mr Pale, Camille and Neuro again (yes I know Tox appeared as well but she was also released in a Dragons Rising set so we kind of knew she had to appear again). I was really excited when I saw Camille and Neuro because I did not expect any of them to make an appearance after they had greeted Tox and Mr Pale

The same case can be made for Cinder getting Smoke from the deceased Ash, Obscuria getting Shadow from the deceased Shade, and that Merlopian getting Sound from the deceased Jacob Pevsner, if those three are actually dead, they could have just chosen to pass on their elemental powers. Dareth's "Elemental Power" is not one, so he did not get invited. Now for Skylor, Gravis, Bolobo, Karlof, and Griffin Turner. Skylor is most likely still alive since while Amber is an elemental power, it was created by a blacksmith and it has the ability to replicate other powers, so she can get all the powers, and since it was man-made, it did not come from the Source Dragons, and it is called the Tournament of the Sources for a reason. Maybe it is for elemental masters that have elements from the source dragons only. As for the other four, I think they are still alive, they just did not get an invite or they did but turned it down since they did not want someone pulling another Master Chen on them and stealing their powers for an evil purpose.

I believe until stated otherwise that Jacob, Ash, and Shade are dead but the other elemental masters from season 4(that didn't appear) didn't come to this tournament as a result of Chen's tournament of elements
