There is a difference between the NEPAL scandal and normal past questions. There are usmle past questions desigend by the NBME to help you prepare for the exam, similar to a normal past question like WAEC question. People study past questions that have been released to the public domain by the examining body with the "hope" that some questions or concepts will be repeated. The NEPAL scandals was an intentional attempt to circumvent the rigorous exam preparation by studying real exam questions that havent been released into the public domain knowing fully well that what they were doing was illegal and that the questions will come out 100%

The amount of money is not the important thing. A doc can make back the funds. At the same time, you do not want people who do not know their work in the system. Imagine having a medic who should have some basic skills on calculating a 0.5% solution from a 2% solution for use in a critical area and the man is fumbling around the issue, he might end up killing a patient, plain and simple. Let's get rid of these jokers and send them to do some work in areas where they can be safely employed, causing no horizontal injury or bringing trouble on themselves and the hospital. Some people see medicine as a tree which when shaken hard enough, dollars will fall off. there is no wonder we have people stealing and using all kinds of underhand maneuvers to get into it. I am quite aware of the thieving that is going on in some areas. This stealing became quite clear during COVID times.

It would not be enough to get into trouble. To sign a nondisclosure and then drop exact questions in the chat is wrong, against the rules and will spell trouble. What Nepal did put them at unfair advantage over other applicants. This is a cautionary tale for all of us.

You sign a non disclosure with uslme that will not discuss the questions with anyone or recreate it in any form. They had the exact questions from uslme on their private chat, that's a breach of the agreement. Laws work in the US.

WAEC is at a lower level, so it's very easy to set different questions every day. But as the level goes up, it gets to a point where you can't really set new questions on some things without strong scientific barking. They can always change the English but the content might not change.

Using past questions to LEARN is ok, but memorising past questions to pass an exam is dangerous.

The truth is, it's so hard to set new questions as most of the stuff in medicine are being quizzed. Best they can do is rephrase the questions

My husband took his first USMLE last year September, and the results haven't been released yet, what could be the problem? Does it take too long?
