Caesar's Legion is only powerful because no one is able to figure out light infantry skirmish tactics. A majority of his troops are taught to run directly at the enemy with melee weapons. All you have to do is shoot and move. Most of his territory consists of lands taken from disorganized tribals. Against a trained military he stands no chance. But no, let's give the guy with a lower intelligence stat than a molerat buffs to literally everything. (Yeah I know this is an optional joke campaign. But I'd find it funny if someone made Caesar's Legion accurate to the lore.)
