I have had very good luck with the Orca torch lights, My favorite is this one from MAKO, it has no switch, just screw down the head and it is super bright. The one I am using in the video has a separate side switch, which takes an extra step to turn off and on. if you are shopping.. this is what I think is best: makospearguns.com/1700-lumens-dive-light/

You have to make it. I use a fishing pole handle and then some wire for the hoop and then netting from a cheap landing/lobster net. You don't want the wire or the net too heavy or thick or the lobsters will sense it more easily and bolt. Not sure why nobody makes them, there is no need to have a deep net, since they just get tangled in it and it takes foreever to get them out
