it's done with the strumming hand. instead of just plucking or picking the string, try holding the pick sideways and jab it with your thumb and finger choked up on the pick. When the string barley hits your thumb it will make the harmonic sound. If you know how to do harmonics with your fret hand then try doing the same sound but with your pick hand. Also keep in mind that just like fret harmonics, there are certain places on the guitar the sound better than other spots. try G-string 6th fret.
