The monsters from "Beware the Rain" aren't dwellers. There's a reason why the creator said "(!!!!!! THESE ARE NOT "DWELLERS" !!!!!!!)" in the mod description.

Alright since you seem new I'll explain the basics lol
The whistling is the man form the fog. He spawns during night time (also known as the night dweller)
Rosemary does the clickin noises when she's near. Spawns during rain only
Goatman(previous vid) will play random noises to lure you towards him.when you're going away form where you heard him, he's towards the opposite side
