15 to 16 lvl 0's is decent for hololive. There are decent lvl 1 0 cost cards that can get you cards or double trigger. So you can replace a couple cards for those
I typically recommend starting at around 18-20 Lv0s. For Lv1 thru Lv3 characters, usually those levels are very streamlined. At Lv1 you may want some alternative cards to play in case you do not get a bunch of copies of your Lv1 combo. Lv2s are USUALLY tech options to address specific decks. This is because Early-Play Lv3s that can be played at Lv2 are often much better than an actual Lv2. Some decks don't even run Lv2s at all. Lv3s will typically be Early-Plays, your Finisher lineup, and any additional endgame tech (usually adds up to around 8-10 cards).
