There's even a name for the hacker. Huge debate going on in wither the vulnerability is in the game or the anti-cheat.

The system should require proof of presents, I.E. scan the ID, as well as the account pin to do a SIM swap and there should not be a way for anyone at the store level to bypass that. For people who forget their pin, they should require a link sent to their phone number to then generate a code that can be given to a manager at the store who can scan the customer ID validating presence and only then let the customer update the pin. By requiring validation of an ID and Input from a the customers by sending a link to their phone number before allowing a switch you remove a lot of the human elements that these social engineering attacks Target.
Harrassing someone with boxes like that is actually misuse of the Postal Service, and since the boxes themselves are property of the Postal Service that makes it a felony.
