🇲🇽 What does military control of policing mean for Mexico? | The Stream

  • Mexico’s Congress has voted to bring federal police forces under direct military control, in a move that critics say dramatically escalates the army’s role in civilian affairs and functions.
    President Andres Manuel Lopez Obrador spearheaded the bill to put the National Guard under the control of the country's army-led defence ministry - a volte-face on his earlier pledge to take the army out of policing and return many soldiers to barracks.
    The bill cleared the Senate on September 9. But opponents say that putting the National Guard under direct military rule is another example of the creeping militarisation of the country. Army and navy teams have in recent years been deployed in increasing numbers to handle tasks that would usually be the responsibility of civilian-led bodies - from building airports and train networks to stopping migrants and handling customs checks at seaports.
    While the National Guard is currently under nominal civilian control, about 80 percent of its 118,000-strong force come from military ranks. Lopez Obrador insists that putting the National Guard under formal military leadership will ultimately help Mexico tackle gang violence that has continued unabated.
    But human rights groups opposed to the fast-tracked bill say the military is not trained in the sensitivities of community policing - and point out that the governmental National Human Rights Commission is examining more than a thousand complaints of abuse by National Guard officers. They are urging root-and-branch reforms of police forces, prosecutors and courts instead.
    In this episode of The Stream, we'll look at what the bill heralded by Lopez Obrador would mean for communities across Mexico if it becomes law, and ask what the increasing visibility of the military in public life means for the country.

    This is going to start happening, it could very well happen in USA b/c of absolute lawlessness rising continually. I live in California and just in my city ,murders everyday, ppl burning buildings, countless pedestrians killed ECT.

    That decision needed to be made, for all of us REAL Mexican people who ACTUALLY live here know that the local police can't compete with huge crime organizations.
    It really hurts but this is our reality and it would be irresponsible to just ignore it.
    These people who ALJAZEERA interview just make the channel lose credibility and also irresponsible since it shows lack of investigation or single sided point of view. It's like in US nobody wants police abuse BUT you can't deny there's bad people who really need it.

      I'm Mexican myself living in Mexico and you're 100% right. The one who opposed are the right parties that put the country on this crime situation with their corruption. Everybody in Mexico knows this, that's why Mexican president has support from the immense majority of the country.

    Guardia National's main duty is to act as neutral force amoung corrupt local police department, can we talk how corrupt local police departments are!! Like police are helping cartels with killing of civilians. Hence the deployment of a neutral force. Imagine a corrupt police department trying to investigate corruption...it happens a lot in many cities! How do you control corrupt police department that align with cartels?
    Come on humans these interviewers were trash!!!

    This is terrifying.... sending prayers 🙏 for the Mexican people!! I pray those missing are ok, or at least at peace.... not being harmed or hurt in anyway.... and the people get answers as to where their loved ones have gone!! Lord, please protect us all!!

      Because no country has faced what Mexico is facing, it's either this or putting the entire army against drug cartels. Do you even know what happens over there? Cartels are today huge paramilitary organizations with combat experience. What would you do? Enforce hug not bullets? Do you know what they do to everyone? You would never sleep again if you saw what they do to people.

      ​@@maxzorin9425 CDMX does not experience the full extent of the situation and is between the safe places of the country, so no, you don't know. Go to places like Tamaulipas, Guanajuato, Celaya, Aguililla, Tijuana, Juárez, Michoacán or Zacatecas if you want to know what people go through. CDMX is a place where people can live in a people and be safe from what happens outside of it. You walk and you are caught in shootouts with full auto 50 cals going off between cartels of stumble upon fully dismembered bodies in the streets as display for everyone to see.
      Get out of your bubble and see the real situation. Comments like yours are shameful. You look at high rise skyscrapers and mostly peaceful city and think you know what happens outside this bubble.

      The U.S. has repeatedly activated their own National Guard for far less than what Mexico created it for. We can all agree that the cartels are far from a simple "policing" matter at this point. The U.S. has repeatedly threatened to classify them as either terrorists or as paramilitaries and that would justify further U.S. intervention in Mexico so the president has finally had enough. It is time to send the full military might of the armed forces and go after the Cartels as enemies of the state and especially as a serious threat to national security - which they most definitely are.

    Editors on this topic need to get more informed and interview more independent.
    If I was in academia I would take this whole news section apart!! I'd call all of those being interviewed and the host and it's editor.
    Such BS coming out of this, I had respect for this channel. They're following the narrative that the New York Times has on Mexico, if you been following New York Times you know they're not credible, globally, yet here we are. Smh.

    Parades of propaganda sounds like fun but giving the police power is against anarchist ideology. I hope Mexico begins to defend human rights and I hope these issues are resolved because Mexico can be a fun country if everyone is safe and secure. Mexico has a strong culture that makes life fun, it's not fair these issues plague their nation.

      @@pabrodi AMLO and Bolsonaro, are not the same. When Bolsonaro ran I was against him, but many Brazilians were for it they said, "change is coming", and things didn't get better! And I'm not Brazilian though i follow their politics and many in South America.
      Compare AMLO vs. Bolsonaro approval rating. That will tell you. Most Mexicans approve of what AMLO is doing, it even got debated in the senate! And still pass, most parties approved.

    Besides his ambition to centralized power, it looks like those in charge of running the country do not trust completely their citizens to participate in the fight against the cartels and the narco-terrorists.
    Moving from task forces and specialized units to militarization is a sign the people are powerless and that in order to survive and protect their families, they have to be tolerant and complaisant to the situation in their communities.
    The horrific methods used in Afghanistan to force families to give out their children to join various factions, gave warlords a reputation for using power tools as weapons of torture on children in plain view of their families to pressure them to basically sacrifice them through these intimidation techniques just to keep them alive.
