- House lawmakers moved on Monday, September 2, to compel the Department of Education to release all bidding documents in relation to the DepEd Computerization Program in 2022 and 2023, when Vice President Sara Duterte was still head of the agency.

I once worked in a govt company, and what usually happened in a bidding is that, the procurement personnel usually get commissions from the bidder. The bidder who can give the highest commision, gets the bid..and thats true in most govt office...corruption at its best.
I used to work too in a local govt. unit where the bidding is not only rigged but the bidders are controlled or owned by only one bidder. Dummies are the norms and the bid price is always padded so the winning bidder could distribute the largesse to the BAC members.
It happens in almost all the govt agencies.Mayors and Govs are the worst..
Government bureaucratic requirements that are no longer necessary should be simplified to cut Government manpower & expenses. Too many signatures are being imposed that many times delayed the granting of permits & licenses. Instead 10 to 12 signatures, it may reduce to 3 or 4? Why the many signatories? The Beaurucratic requirements should be simplified. Many rooms for corruptions and delays of Government services. Abolish the BAC. It entails more manpower & institutionalize corruptions.
We need more budget hearing like this. Tayo mga Pilipino deserve natin malaman nasaan yung pera at gastos.

I’m really wondering why Congress to focus solely on Vice President Sarah in the budget hearings has raised several questions and concerns. Many are wondering why she was the only one singled out for investigation when other government officials, including members of Congress, the Senate, and the President, also have budgets that should be scrutinized. There are 2 stages in the procurement of goods. 1st is the determination on the eligibility of each bidder if they complied with the Legal, Financial and Technical requirements of the bid. Ito ang unang envelope na unang bubuksan. At this stage, the Bids and Awards Committee, ascertains the capability of the bidder if they complied with the above requirements. Pass/Fail lang sa stage na ito. Kung may kulang na document, or on its face, the document submitted is defective, fail na agad. Sa mga bidders na nag "Pass", bubuksan ang kanilang financial proposal. Dito banasahin ang bid price ng bawat pumasang bidder and they will be ranked from lowest to highest. Ang supplier na may pinakamababang bid is declared to have the Lowest Complying Bid. Sya ang padadalhan ng notice to submit additional requirements or documents as specified in the bidding documents for Post Qualification. Dito sa stage na to, bubusisihin ng TWG lahat ng documents submitted including yong docs from the 1st stage. Kung pumasa dito si bidder who was declared the lowest complying bidder, idedeclare sya ngayon as the Lowest Calculated and Responsive Bidder! Kung di sya pumasa, idedeclare sya as Post Disqualified bidder. Saka pa lang pupunta dun sa next na pumasang bidder during eligibility check para ipost qualify. Of course lahat ng di pumasa sa 1st at 2nd stage, Pwede naman sila mag request for reconsideration.
