So if an officer is not appointed, does that mean their skills are not in effect either?

You may have misunderstood something about the skills ( the game has so much going on ),,, you said you can fuse skills into different skill= that is not true 😕
You can fuse the officer skill fragments to change them into a different fragment. Not the skills themselves. Just the fragments. It's meant to serve as a way to get rid of excess fragments.
@@MidwayPaladin incorrect... When you open a skill chest, you receive a skill fragment (skill fragments can't be used - you can only fuse or sell them)... you can fuse 10 skill fragments to create THAT skill, you can then equip skills (that have been fused) to certain officers
I was going to say the same thing.. He got it wrong.. he should have shown distribution centre to sell the fragments in excess.
