Spencer Rice lost his RUclips Channel AND gave his FB Page to a scammer - he is basically erased from the internet, except on his Twitter where he blocks all my fans or on reddit where he lasted literally FOUR DAYS before having a meltdown and storming off. He is a mess, he is unraveling, but I can not let my best friend starve so he has come to me with cap in hand, begging to be allowed on my channel.

I would say the same, but this Is on Kenny's channel. unless I'm missing something, this wouldn't be posted on Kenny's channel if he wasn't planning on humiliating spenny. the only thing I could guess is that spenny doesn't have a channel so Kenny agreed to let him stream and his and in order to attract an audience, spenny gave this stream a click ait title. I don't have any evidence of that and I couldn't watch this whole thing because listening to spenny talk for more than 5 minutes made me want to cut my own baby maker off, but if anyone does have any evidence, then I'll be on the side that spenny is a douchebag instead of wondering why this waste of time is on Kenny's channel.

Short answer: No. Basically it's against the rules for a banned individual to start a new channel that they're in direct control of, but it's perfectly fine for them to appear on channels not owned by them as a guest.
@@HOTD108_ this isnt fully true, there have been plenty of people who just make a new channel when the old one is banned. You can think of it more like them banning the channels content not the person.
There might have been some cases where the individuel got banned himself but thats not always why the channel is terminated. it can literally just be copyright strikes.
