  • This lecture explores the use of the federal toolbox in conflict areas. It will first recall the theoretical links between power-sharing and peace and present federalism and decentralisation as promising mechanisms of peaceful diversity management. It will then turn to case studies, examine the use of the federal tool box in Iraq and discuss the reasons for ongoing governance failures. At the end, we will discuss the potential of federalism in Syria and, time permitting, other areas of violent conflict.
