With clothes & hats on the dolls I almost always do the majority of the cuffs/pant legs from inside the items. With all hats, I do almost all of it from the inside too, I just finished a nice top hat that way. You really can get them pretty firm with patience & it's a real uniform look like yours. Loving this project!
